Archbishop Paul Martin gave evidence on behalf of the bishops and congregational leaders of the Catholic Church in Aotearoa New Zealand. Between March 2018 and January 2021, he was the Bishop of Christchurch. At the time of the hearing, he was the Apostolic Administrator of the Diocese of Christchurch, effectively holding the same rights and responsibilities as a bishop for that diocese until the appointment of a new bishop.
