Peter Keoghan is of Pākehā descent and is a wheelchair-user and cannot use his hands. He was a resident at Tokanui Hospital from an early age until his twenties (1960s–1980s). He gave evidence about the different forms of abuse he suffered at Tokanui and how it has impacted his life.
