Caroline Arrell was a training officer at Tokanui Hospital for 15 years (19791994) on the psychopaedic side of the hospital. She was involved in the resettlement into the community of people who lived at Kimberley Centre in the 2000s. Her evidence related to the neglect and abuse of people with physical and learning disabilities at these institutions.  She also gave evidence about the teaching practices used at Tokanui Hospital and the long-term impacts of these practices on people.  She talked about the backlash she faced from other staff when she tried to speak up about the treatment of those in care at Tokanui Hospital.
