Statement of Shannon and Leeann Barnett for the Ūhia te māramatanga Disability, Deaf and Mental Health Institutional Care Hearing 19 July 2022

Shannon is of Pākehā descent and has Autism. Shannon was in state foster care and residential homes from the age of seven. Shannon’s evidence focused on his experiences in State care, the denial of his right to communication, as well as his recommendations for future change.
Leeann Barnett is Shannon’s foster sister, who further spoke to Shannon’s experience in care. She also shared the experiences of another foster brother, who died in the care of the State.
